Sir,

With reference to your despatch No. 334 of the 29th December last, I have the honour to submit for your consideration and approval the enclosed further draft of a Bill to amend the Vagrancy Ordinance 1897.

The suggestions offered in the letter addressed to your Department by the Board of Trade on the 6th December last, copy of which was enclosed in your despatch under reference, have been duly adopted with the exception of the amendment suggested in the last paragraph of that letter, in regard to which I enclose for your information copies of minutes by the Acting Attorney-General and the Harbour Master together with a list of destitute seamen admitted into Gaol during 1898 other than those whose cases are provided for under section 21 of Ordinance No. 25 of 1897.
